children from 3 through 21 years of age who
may be in need of special education services.

Public Law 101-476 mandated confidential evaluation and placement for:  
visually impaired, hearing impaired, physical disabilities,
mental handicaps, speech or language disabilities, learning disabilities, 
 developmental delays, or other special needs.
