What is a bond?

A school bond is how a district pays for big, long-term needs—like buildings, renovations, or buses—when those costs are too large to cover with the regular yearly budget. By Oklahoma law, this is the only way districts can finance big purchases.

This bond would be funded through a temporary property tax. It lasts for 15 years and then automatically ends unless voters choose to renew it with a new bond. If it is not renewed, that portion of the property tax goes away.

The total cost of the bond is $51.2 million. This includes:

$35,955,000 for projects
$14,495,000 in interest over time
$750,000 for fees and contingencies

The bond is spread over 15 years, similar to a home mortgage. Paying it off over a longer period keeps the yearly tax impact lower than a shorter-term bond would.

This is a 29.5% tax increase. The district’s previous bond expired in 2019, and leaders chose not to renew it at that time, which reduced taxes. This proposal would reinstate a bond to address aging facilities and create safe, stable learning environments for younger students, similar to neighboring school districts. This tax will end in 15 years, unless the voter approve future projects. The decision to raise taxes and approve this bond and any future bond issues, rests solely with Alva voters.

Alva Public Schools is proposing a bond issue to address student safety and educational quality by building a new elementary school that would house all of the elementary students in one facility. Lincoln Elementary has significant structural issues, and the most recent engineering report shows it has worsened over the last three years. Making significant repairs is not financially responsible. Additionally, Washington and Longfellow elementary buildings are 80 years old and are reaching the end of their building life. Waiting longer will cost the district and taxpayers more, as the cost of construction continues to rise.

Money currently being used for repairs can be redirected to support classrooms and academic priorities.

A safer environment and facility for students, teachers and visitors will be ensured in a new building as two safety features include a secure vestibule entrance and an activity center that will double as an ICC-500 rated storm shelter.

Combining teachers and students into one building benefits parents with multiple drop off and pick up points, and teachers will be able to strategize better and quicker around student academic needs and supports.
